In his oral history, Heard discusses some of his proudest accomplishments: the introduction of light-weight cotton uniform shirts (which provided comfort during the summer in Houston); the expansion of the Police Academy to women; the requirement for motorcycle police officers to wear helmets; the abolishment of shoulder straps on the Sam Browne belt; and the introduction of walkie-talkies. Heard graduated from Sam Houston High School, and earned both a bachelors and masters degree in Public Administration.
